Introduction
Established under authorization (CMVR Rule 126) of Ministry of Road Transport & Highway (MoRTH) , Government of India -Safety & Homologation Division (SHD) - CIRT's apex division - is primarily responsible for Complete Vehicle & Automotive Component Type Approval, Development of Automotive Industry Standards (AIS) and Bureau of Indian Standards (IS). The core strength of the Division lies in the team work of talented, experienced & devoted engineering professionals and young talented & devoted engineering professionals. This is further strengthened by team of Automotive Testing Division & its eleven NABL accredited laboratories having state-of-art test facilitiesfor vehicles and components. The Division Carries out Type approvals for entire spectrum of vehicle categories ranging from 2-wheelers to Heavy Commercial Vehicles, CEVs, and Agricultural Tractors. TAC & COP
Safety & Homologation Division of CIRT carries out Testing & Certification for Type Approval Certification of Vehicles in accordance with Central Motor Vehicle Rules, 1989 (as amended up to date). To aid efficient, quick, and effective quality service, Vehicle Testing, Evaluation & Certification Services are offered at various proving grounds and manufacturers premises in India & Abroad. Safety & Homologation Department also undertakes Type Approval Certification (TAC) & Conformity of Production (COP) of Automotive Safety Components under CMV Rule 124 and AIS 037 with the support of CIRT’s own NABL & BIS Accredited Laboratories.
Research & Development Projects
The Division actively pursues R&D projects on Alternative Fuels and Technologies, including LNG Buses and Hydrogen Fuel Cell Vehicles, in collaboration with MoRTH, CSIRNCL, CSIR-CECRI and Maharashtra Energy Development Agency (MEDA) and Start-up companies.
Imported Vehicle Approvals
Approval of imported vehicles based on EEC/ECE/Japanese Whole Vehicle Type Approval Certificates under GSR 870 and SOP notified by MoRTH.
Bus Body Builder Audits
Accreditation of Bus Manufacturers and Bus Body Builders under CMVR
Automotive Standards Development
Secretariat for AISC (vehicles GVW > 3.5T) covering Bus Standards -AIS 052, AIS-119, AIS-63, AIS-139, AIS-216 and AIS 153; Participation in Panel meetings, AISC, CMVR-TSC and SCOE, BIS TED committees for formulation of AIS & IS standards.
Technical Bid & Third-Party Inspection
Support to SRTUs for bus procurement – Technical Specification formulation; Third-Party Inspection for buses ; designated agency for PM E-Bus inspections
ATS & RVSF Audits
Pre-commissioning and operational audits of Automated Testing Stations (ATS) under CMVR Chapter XI; Audits of Registered Vehicle Scrapping Facilities (RVSF) under CMVR.

Completed Electric Bus Type Approval Certification Projects for M/s Olectra Ltd , ( 12 m Type III Seater bus ) , M/s Veera Vidhut Vahana Private Limited (13.5 m Sleeper bus ) , M/s Aero Eagle Automobiles Private Limited ( 12 m Type III Seater Bus ) , Type III & IV Ambulance for M & M Limited ( Truck & Bus Division) and various projects for Tata Motors Limited covering specific tests for Range testing , SLF testing and various Installation level tests for various categories of vehicles and AIS 052, AIS 119 and Multiple AIS 153 Bus Body Type Approvals for various bus body builders across length and breadth of India.
